Use this:

conn / as sysdba
exec dbms_aqadm_syscalls.kwqa_3gl_validatequeue('<user_name>','RM_QUEUE_ID11');
commit;
connect <user_name>/&PASSWORD
exec DBMS_AQADM.DROP_QUEUE_TABLE (queue_table => '<queue_name>', force => true);
